谢赫·沙里克:中国和巴基斯坦之间在对外贸易和金融投资领域的深度合作

3月26日,在亚洲青年领袖论坛金融与投资主题论坛平行对话中,巴基斯坦国民银行(中国)副主席兼首席代表谢赫·穆罕默德·沙里克发表了自己的观点。

谈全球产业链、供应链经历了不同程度调整的大环境之下,金融投资行业面临最大的机遇和挑战


刚刚几位嘉宾都做出了非常深入的阐述,我想从银行的角度谈谈挑战和机遇。如果将新冠肺炎疫情看作是全世界百年一遇的挑战,这是我们第一次意识到整个世界共同面对了同一个问题。企业在疫情期间面临的主要问题就是如何维持运营,现金流也是一个大问题。银行的效益取决于经济的运行情况。如果经济运行良好,银行也会赚钱。投资行业在疫情期间面临的主要问题是如何将资金投入到不会被违约的地方。受到帮助的企业,会继续保持运营。在疫情之后,银行面临的主要问题或机遇是要投资绿色经济、推动绿色经济和绿色融资发展,为企业提供保持运营的资金支持。我们还没恢复到疫情前的水平,仍然需要时间。金融机构需要发挥重要作用,为经济发展提供金融支持,支持企业维持运营,达到疫情前的水平。


谈未来中国和巴基斯坦之间在对外贸易、金融投资领域开展深度合作的问题


中巴两国确实有着深厚的战略合作关系,长达72年。近三年,尤其是中巴经济走廊项目实施以后,我们也希望把这样的外交关系转化成经济合作关系。该项目是“一带一路”倡议的一个标志项目。我们目睹了两国合作的显著增长,覆盖了贸易和投资的所有领域。在项目的第一阶段,投资领域有许多的合作。投资集中在巴基斯坦的电力建设和基础设施建设。


现在即将进入项目的第二阶段,更注重两国的产业合作。这一阶段的目标或者主题是在巴基斯坦建设经济特区,并且将产业从中国转移到巴基斯坦,尤其是一些劳动密集性的产业。为此,巴基斯坦为投资者提供了许多优惠政策,尤其是中国的投资者。我们提供免税期、免费补助以及面向中国投资者的一站式方案,这在所有的经济特区都适用。不仅是投资,两国的贸易在过去的十年也显著增长,中国现在是我们最大的贸易合作伙伴。


为了继续推动贸易和投资,两国的银行也扮演着非常重要的角色。两国的央行已经签订了合作协议,推动两国跨境贸易使用人民币结算。商业金融机构方面,彼此间也有很深厚的合作。对于我们银行而言,我们和所有在中国运营的中国主要金融机构保持着良好的关系。除此之外,工商银行和中国银行在巴基斯坦卡拉奇市设立了网点,我们也有紧密合作。我们银行在全球19个国家都有开展业务,不仅是中国和巴基斯坦,我们在许多运营业务的国家里也都有开展合作。


展望未来,我们希望继续深化两国间、两国银行间的经济合作。巴基斯坦国民银行也将致力发挥自身作用,为两国企业提供最大化的便利,以期拓宽这种合作关系。

Shaikh Muhammad Shariq discusses in-depth China-Pakistan cooperation in trade, finance, and investment


On 26 March, Shaikh Muhammad Shariq, vice president and chief representative of the National Bank of Pakistan, Beijing, shared his thoughts at the Finance and Investment Forum of the Asia Youth Leaders Forum. Following is an excerpt from his speech.

Question: The global economy has gone through significant changes. Particularly, after the COVID pandemic, the global industry chain and supply chain are experiencing shuffles of different degrees. Against this backdrop, what are the biggest opportunities and challenges facing the financial and investment sector. 


My colleague and panelists have already explained this in a very deep manner, so I would just like to explain the challenges and opportunities on the perspective of the banks. If you look at COVID and the pandemic as a challenge that was faced by the world once in a century, it’s the first time that we’ve seen that the entire world has become a problem. The major problem that the businesses were facing during the pandemic was to carry on their operations, and the cash flow was one of the major issues faced by the businesses. The performance of the banks depends on the performance of the economy. If the economy is performing well, then the banks also make profit. So, the major problem for the financial sector during that time was that they had to invest in a manner that their investments didn’t go in default. Businesses they’re helping out, they will keep on performing. Post-pandemic era, the major issue or opportunity for the banks is to invest in green economy, promote this green economy and green financing, and provide the financial support for the businesses to continue their operations. Because still we’re not in the pre-pandemic era. It still takes time. Financial institutions have to play a major role to provide the financial support to the economic sector and economy, for the businesses to carry on their operations, and to reach the pre-pandemic levels.


Question: Pakistan and China enjoy a longstanding diplomatic relation and cooperation. What in-depth cooperation do you think can be reached between Pakistan and China in trade or finance and investment in the future?


China and Pakistan have very strong and strategic relationships for more than 72 years. During the past three years, we are trying to convert this diplomatic relationship into an economic partnership, especially since the start of CPEC, China Pakistan Economic Corridor, which is one of the major flagship projects of the Belt and Road Initiative. We have seen significant increase in cooperation between the two countries in each and every sector in terms of trade, in terms of investment. In the first phase of CPEC, there are a lot of cooperation in investment sectors. Most of the investments were in power generation and infrastructure development in Pakistan. 


We’re about to enter the second phase, which is more targeted towards industrial cooperation between the two countries. The aim, the theme, of this second phase is that we are developing economic zones in Pakistan, where we’re trying to relocate the industry from China to Pakistan, especially those that are labor-intensive. Because Pakistan offers a lot of incentives to the investors, especially from China. We are offering a lot of tax incentives – tax holidays, free subsidies, plus one-stop solutions for the Chinese investors in all those economic zones. Besides investment, our trade has increased significantly in the last decade, and especially now China has become our largest trading partner. 
So, to further promote this trade and investment, our banks are also playing a very important role. The central banks of the two countries have already signed agreements to facilitate the trade in RMB between the two countries. For commercial financial institutions, they are also having a very strong cooperation with each other. For our bank, we are already maintaining relationships with all the major Chinese financial institutions operating in China. Besides those, there are ICBC and Bank of China; they have branches in Karachi in Pakistan as well. We are cooperating with them there as well. And our bank, we are operating in 19 countries around the world, not only in China, in Pakistan. We’re also cooperating in many of the countries where we’re operating as well. So, going forward, we are looking to further strengthen this economic relationship between the two countries and the banks. And at the National Bank of Pakistan, we are all ready to play our role and provide the maximum facilitation to the businesses from the two countries to further extend this cooperation.
