3月26日，在亚洲青年领袖论坛粤港澳大湾区合作发展主题论坛上，广州建筑集团董事长梁湖清发表了主旨演讲。

尊敬的各位领导、各位来宾、女士们、先生们：

大家好！我是广州市建筑集团梁湖清，首先非常感谢主办方的盛情邀请，让我们有机会一起畅谈粤港澳大湾区的合作发展。今天我演讲的题目是：做高质量发展的排头兵。

广州建筑坚定不移全方位、全过程、高水平、高站位走在行业前列，努力做大有大的样子，强有强的水平，当好粤港澳大湾区城市建设的主力军和排头兵。作为大湾区首家世界500强建筑企业，我们广州建筑时刻紧跟时代发展潮流，把握“一带一路”和粤港澳大湾区建设的重大历史机遇，聚焦高质量发展，乘势而上，实现了从“跟跑”到“并跑”再“领跑”的跨越，企业改革创新取得显著成效，积极助力行业转型升级。近5年来，广州建筑集团的营业收入、利润平均增长速度为30%、25%。2022年，广州建筑实现营业收入2641亿元，利税总额87亿元，组织新任务2967亿元，稳居粤港澳大湾区建筑业首位，位列世界500强第360名。今年，我们的目标是营业收入、利润实现15%增长，加快打造成为世界一流的城市建设运营服务商，引领粤港澳大湾区建筑行业高质量发展，争取为国家经济发展和社会发展做出广建贡献。世界500强企业是服务国家战略，推动经济社会发展、引领行业变革的先行者、示范者，更要在推动高质量发展上发挥引领作用。

一是打造精品工程，提升湾区品质。作为扎根大湾区发展的大型国有企业集团，建业74年以来，我们广州建筑一直坚定追求“建广厦千万，留美景人间”的美好愿景，坚持以品质树标杆，用匠心筑经典，先后打造了全国第一座五星级酒店——白天鹅宾馆、全国第一座大型体育场所——天河体育中心、亚洲最大会展中心——广州国际会议展览中心、全国规模最大的地下空间开发项目——珠江新城核心区市政交通项目、全球第四和中国第一高塔——广州塔，以及代表当今世界最先进地下空间开发水平的国际金融城起步区地下空间等多个标志性地标建筑。可以说，珠江两岸高楼、羊城大街小巷、广州一草一木的背后，都有我们广州建筑的身影，展现了广州“老城市新活力”的崭新面貌。同时，我们还承接了国际上专业集成最高的香港首栋超高层MiC模块化建筑——东京街MiC住商项目样板箱的生产任务，香港50%以上的MiC模组也都由广州建筑提供，这些建筑彰显了大湾区城市品位，助力大湾区高质量发展。当下，广州建筑正在加速推进2000多个在建项目建设，这些项目遍布大湾区，涉及南沙开发、城市更新、机场改扩建、轨道交通、园区打造、公路与桥梁、乡村振兴、绿美广东等多个领域，项目建成后，将极大提升粤港澳大湾区城市能级和城市品质，吸引更多的世界知名企业投资大湾区、扎根大湾区、建设大湾区。

二强化科技创新，赋能湾区智造。科技是第一生产力、人才是第一资源、创新是第一动力。我们广州建筑坚持大力推行创新驱动发展战略和人才强企战略，提升企业的核心竞争力，先后搭建了112个国家级、省级科技创新平台，实施了“全球百名博士后引进工程”“5个100工程”等多个高层次人才培养计划，常态化举办“院士讲坛”，成为广东省唯一一家拥有自主评审工程系列建筑专业正高级、中级初级评审权限的企业，掌握了在超高层建筑施工、大型公共建筑及场馆施工、装配式建筑、数字建造、古建筑修缮、地下空间绿色施工、高端装备制造等若干工程领域的关键技术，建成了华南地区规模最大、技术最先进的装配式建筑产业基地，形成了年产值800亿元的新型建筑工业化产业集群，初步构建了“广建装配式建筑模式”，近5年来集团共获得各类科技进步奖600余项。目前，我们正在抓紧筹建装配式建筑国家重点实验室和数字建造大数据分析中心，打造新型工业化全产业链，热诚欢迎全世界的高端人才加入广州建筑，一起用科技助力大湾区建筑产业转型升级，擘画智能建造的美好新未来。

三拓展区域市场，深化湾区合作。一花独放不是春，百花齐放春满园。大家好，才是真的好。我们深入实施区域市场发展战略，与各地政府、国资国企开展深度合作，培育具有本土竞争力的建筑企业，引导各地建筑产业高质量发展，为各地创造更多GDP，带来更多税收，提供更多就业。目前广州建筑已经实现了广州11个区和全省21个地级市区域总部全覆盖，粤港澳大湾区飞机1小时经济圈以及新疆等重点地区的节点城市区域公司落地运营，在全国各地建立了60多家区域总部企业。这些企业通过“大哥带小弟”“母鸡带小鸡”“大手牵小手”的方式，将广州建筑集团先进的技术、优秀的人才和一流的管理模式带到全世界各地，有力提升了各地的建筑行业水平和能力，实现了广州建筑与各地政府的优势互补、互利共赢，更好促进了各地城市基础设施建设。近5年来，广州建筑承接本土项目达5500亿元以上；承接省内项目超过1800亿元；承接省外项目1000亿；承接海外项目超过100亿元。未来，我们希望充分发挥广州建筑全产业链和投资、融资、建设、运营、管理一体化的项目实施能力，与各地政府、优质企业进行合作，共同建设美丽大湾区贡献更多广建力量。

Liang Huqing says GMC is committed to being the pace-setter of high-quality development

On 26 March, Liang Huqing, chairperson of Guangzhou Municipal Construction Group, delivered a keynote speech at the Guangdong Hong Kong-Macao Greater Bay Area Cooperation and Development Forum of the Asia Youth Leaders Forum. Following is the full text of the speech.

Dear young friends,

Good afternoon. I am from Guangzhou Municipal Construction Group (GMC). My name is Liang Huqing. First of all, I would like to thank the hosts for this kind invitation, and for bringing us together to talk about the cooperation and development in the Greater Bay Area. The topic of my speech today is “Be the Pacesetter in High-quality Development”.

General Secretary Xi Jinping noted in the report to the 20th CPC National Congress that high-quality development was the primary task of building a modern socialist country in an all-around way. Upholding the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we stay true to the goal of leading the industry in an all-round, all-process, high-standard, and high-standing fashion. We act in a way as a big corporation should and serve as the mainstay and pacesetter of urban construction in the Greater Bay Area.

As the first Fortune Global 500 construction company in the Greater Bay Area, we go with the trend of the times and grasp the historic opportunities presented by the Belt and Road and Greater Bay Area initiatives. Riding the wave of high-quality development, we have gone from “lagging behind” to “keeping pace” and then “leading the race”. We have also achieved remarkable results in our reform and innovation, empowering transformation and upgrading of the industry.

In the past five years, the average growth rates of our operating revenue and profit were 30% and 25%, respectively. In 2022, We generated 264.1 billion yuan of operating revenue with a total of 8.7 billion yuan in profits and taxes and started 296.7-billion-yuan worth of projects. We remained the first in the industry in the Greater Bay Area and were ranked 360th in the Fortune Global 500 list.

This year, we aim to achieve a 15% growth in operating revenues and profit, speed up our effort to become a world-class urban construction and operation service provider, lead the construction industry of the Greater Bay Area towards high-quality development, and strive to make our contribution to national economic and social development. Fortune 500 companies are the pioneers and models in serving national strategies, boosting economic and social development, and leading industry changes. Therefore, we must play a leading role in promoting high-quality development.

First, we must create high-quality projects to improve the quality of the Greater Bay Area. As a large state-owned enterprise rooted in the Great Bay Area, since our establishment 74 years ago, we have been pursuing the vision of building numerous structures as beautiful scenery for the world and upholding the philosophy of quality for epitome and dedication for typification. 

We have built, in succession, the first five-star hotel in China, White Swan Hotel; the first large stadium in China, Tianhe Sports Center; the largest convention and exhibition center in Asia, Guangzhou International Convention and Exhibition Center; the largest underground space development project in China, the municipal transportation project in the core area of Zhujiang New Town; the world’s fourth highest and China’s highest tower, Canton Tower; and the pinnacle of global underground space development, the underground space of the starting area of Guangzhou International Financial City, among other landmark buildings. It can be said that behind every building along the Pearl River, every street and alley of Guangzhou, and every tree and grass in this city, there is our involvement and our effort for this new look of Guangzhou, an old city with renewed vigor. 

We have also undertaken the task of producing sample modules for the world’s most integrated and Hong Kong’s first super high-rise building using MiC modules: the MiC residential and commercial project in Tonkin Street. More than 50% of MiC modules in Hong Kong are also provided by us. These buildings showcase the urban taste of the Greater Bay Area and contribute to its high-quality development. 

Currently, we are accelerating the construction of over 2,000 ongoing projects, spanning all across the Greater Bay Area, including Nansha’s development, urban renewal, airport renovation and expansion, rail transit, industry park construction, highways and bridges, rural revitalization, and green and beautiful Guangdong. The completion of the projects will greatly elevate the strength and quality of the Greater Bay Area, attracting more world-famous companies to invest in the area, develop in the area, and contribute to the area’s development.

Second, we must intensify scientific and technological innovation to empower intelligent construction in the Greater Bay Area. General Secretary Xi Jinping pointed out in the report to the 20th CPC National Congress that we must regarded science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth.

We vigorously implement the innovation-driven development and talent-driven development strategies to enhance our core competitiveness. We have successively established 112 nationally and provincially accredited scientific and technological innovation platforms. We have carried out Attraction of 100 Postdoctoral Fellows Globally Program, Five 100 Program, and other high-level talent nurturing programs. We regularly hold the Academician Lecture. We have become the only company in Guangdong Province with the authority to independently evaluate the engineering architecture majors at senior, intermediate, and junior levels.

We are skilled in super high-rise building construction large public building and venue construction, prefabricated buildings, digital construction, ancient building repair, green construction of underground space, and high-end equipment manufacturing, among other key engineering technologies. We have built South China’s largest and most technologically advanced industry base for prefabricated building, developing a cluster for new type of building industrialization with an annual output of 80 billion yuan and formulating the GMC model of prefabricated building. For the past five years, we have received over 600 various science and technology awards. 

At present, we are working hard on the establishment of the State Key Laboratory for Prefabricated Building and Center for Digital Construction Big Data Analysis to create a new industrial chain. High-end talents from all over the world are warmly welcome to join GMC, using science and technology to drive the transformation and upgrading of the construction industry of the Greater Bay Area and creating a bright new future for intelligent construction.

Third, we must expand into more regional markets and deepen cooperation in the Greater Bay Area. A single flower does not make spring, while one hundred flowers in full bloom herald spring. All is well when everyone is well. We have intensively implemented our regional market development strategy and cooperated in depth with local governments, state-owned assets, and state-owned enterprises to incubate locally competitive construction companies, steer the construction industry in various localities towards high-quality development, and create more GDP for them with more tax revenue and more jobs.

At present, we have regional headquarters in all 11 districts of Guangzhou and all 21 prefecture-level cities of Guangdong province regional offices in key cities in the one-aircraft-hour economic circle in the Greater Bay Area as well as key cities in Xinjiang and other areas of focus. Across China, we have 60 companies at the level of regional headquarters. With the larger supporting the smaller, these companies have brought our advanced technologies, excellent talents, and first-class management models to various parts of the world. This has effectively improved the standards and capabilities of the construction industry in these places, and served as an example of

win-win cooperation with local governments, further improving the construction urban infrastructure in these places.

In the past five years, we have undertaken over-550-billion-yuan worth of projects in Guangzhou, over-180-billion-yuan worth of projects in Guangdong, over-100-billion-yuan worth of projects outside Guangdong, and over-10-billion-yuan worth of projects overseas. 

In the future, we hope to leverage our strength in having a complete industry chain and our capabilities in project execution characterized by integrated investment, financing, construction, operation, and management to cooperate with governments and high-quality enterprises in jointly building a beautiful Greater Bay Area.
