冈巴雅尔:青年是推动数字化国家建设的重要力量

3月25日,在亚洲青年领袖论坛高质量发展主题论坛上,蒙古国教育科学部副部长冈巴雅尔·格兰博尔德发表主旨演讲。

尊敬的各位嘉宾、女士们、先生们:


如今,我们生活在一个全球化的、相互依存的世界中。我们的生活越来越数字化,技术进步正在不断改变我们的生活方式。虽然世界在不断发展,但我们也一直面临着各种冲突、饥饿、贫困、不平等等问题。第四次工业革命、地缘政治、数字化、疫情、自然和气候风险等因素正促使很多行业发生变革,我们蒙古人称之为 “一次大迁徙”。



全球范围内的新冠肺炎疫情大流行,在过去的一段时间让我们越来越意识到,科技在创造就业和提供服务方面具有前所未有的重要性。在疫情带来的困难时期和新形势下,蒙古国特别关注数字化转型。政府批准了一揽子支持数字化发展的法律, 通过实施“电子蒙古”系统,简化政务服务,助力个人和企业的业务,确保信息安全, 提高政府治理水平, 并进一步促进国际和区域多边合作。


从我负责的教育领域来讲,教育只能通过课堂教学实现这一固有思维可以改变。无论空间和距离,教学活动可以通过数字技术得以延续,这是过去两年来的经验和教训。换句话说,技术创新已经改变了我们的生活和学习方式,而毫无疑问,这一趋势将继续改变我们。


技术的发展为我们带来了巨大的机遇。各国的经验证明,如果技术得到合理应用,可以在许多领域取得快速成功。作为青年政治家,我们必须成为表率,应综合考虑所有经济、社会和环境问题,采取统一的政策、管理和监管措施,并确保这些措施是有利且惠及所有公民的。


在蒙古国长期发展战略“远景2050”目标中,我们将建设数字化国家的相关政策置于核心。为提高和改善政府服务,首要任务就是要加强数字治理。而我们目前也正在实施相关的政策和措施。例如,在教育领域, 我们正在推动将数字技术引入教育和培训。下面,我将与各位分享在这方面的一些主要工作。


第一,MEDLE.MN综合培训平台是从2021年开始开发的,旨在将教育管理信息系统引入教育的各个阶段,帮助接受通识教育的学生进行自主学习并强化知识,即使在发生意外和不可抗力事件时也能确保教学的连续性。教师可以进行远程授课,而家长或监护人也可以帮助孩子学习。截至2022年学年,该综合平台已经拥有4780门线上课程。


第二,随着技术的不断发展,教育机构的特征正在不断演变。在这种情况下,蒙古国于去年9月启动了第一家通识教育网校——E-school。该网校的设立,为因课堂规模限制而无法在校内学习高中选修课程的学生提供了一个学习的机会,也为海外蒙古公民的子女提供了在线学习蒙古语言和文化课的机会。


第三,将通识教育使用的教材数字化,这不仅为数字教材开发提供了切入点, 还可以缩小学习差距,并将用来测试其他公立学校教学平台。


第四,首次制定了针对幼儿园和通识教育学校教师在课堂和培训活动中所需的数据使用费用、教育软件、系统权限制和许可证等相关法律和财务协调机制。


第五,通过e-Mongolia 门户网站,公民可以获取教育证明文件或参考信息,以证明自己的学历和通用电子技能水平。


第六,我们打造了一体化教育网络,建立了能处理教育信息流和内容使用负荷的信息技术基础设施,实现了6所公立大学的学生在不受地域限制的情况下进行选课并获取相关教育服务。


第七,加强公私合作。例如,作为践行企业社会责任的重要举措,四大国有移动网络运营商为学生和教师提供保障措施,以防止数字学习环境下造成的数据丢失。


在去年 9 月举办的联合国“教育变革”峰会上,我们向国际社会展示了如何通过数字化转型改变教育的过程、规划和经验。在9月19日的峰会全体会议上,联合国教科文组织正式宣布,蒙古国在教育数字化转型和平等学习机会等方面的良好经验被评为世界领先。


年轻人是推动我国成为数字化新型国家的重要力量。掌握电子相关技能,跟上信息技术时代的发展步伐并统领信息技术,是新一代年轻人必须面对的挑战。我相信,通过本次论坛,我们将找到这些问题的解决方案,例如区域各国的稳定和集约化发展,保障人民幸福生活,创建公民友好的政治、经济和社会环境等,这都是青年政治家必须面对的重要问题。谢谢!


Ganbayar Granbold says youth are an important force in national digitalization


On 25 March, Ganbayar Granbold, vice minister of Education and Science of Mongolia, delivered a keynote speech at the High-quality Development Forum of the Asia Youth Leaders Forum. Following is the full text of the speech.


Esteemed Chairman of the Forum,


Respected guests and representatives,


Ladies and gentlemen,


Today we live in a flat, globalized, and interdependent world. Our lives are becoming increasingly digital, and technological advancements are defining our lifestyles. Despite the fact that the world is developing in this way, we are still faced with conflict, hunger, poverty, and inequality, among other problems. Due to the fourth industrial revolution, geopolitics, digital transition, pandemic, natural and climate risks, many industries are undergoing changes. We Mongolians describe these changes as a great migration.


As the world grapples with the COVID-19 pandemic, we've realized from these past experiences that the role of technology in delivering jobs and services has become more important than ever. In the difficult times of the pandemic, in the new situation, Mongolia pays special attention in the direction of intensifying e-transition, approve a package of e-development laws, simplify government services by introducing the electronic "E-Mongolia" system, support the activities of citizens and enterprises, ensure information security, strengthen good governance, and further developing the international and regional multilateral cooperation.


In the field of education that I am responsible for, it is possible to change the stereotypes and attitudes that education is taught only through classroom training. Regardless of space and location, lessons and learning activities can be continued using digital technology. This is the experience and lessons of the past two years. In other words, technological innovation has changed the way we live and learn, and will undoubtedly continue to change it. 


Technological development gives us great opportunities. The experience of countries shows that if technological development is used correctly, it is possible to achieve rapid success in many fields. We, young politicians, must take the lead in fulfilling the responsibility of providing a unified policy, management, and regulation by comprehensively considering any economic, social, and environmental issues in a favorable and inclusive way for all citizens.


Our country has put the policy and plan of becoming a digital nation at the core of its long-term development policy "Vision-2050", and in order to improve the delivery of government services to citizens, strengthening digital governance is a priority,  and we are implementing policies and measures. For example, the education sector is making a transition to introduce digital technology in education and training. Let me share with you some of the major works being done in this context.


First, MEDLE.MN integrated training platform is being developed starting from 2021, with goals of introducing education management information systems at all levels of the education sector, supporting the independent learning and strengthening of knowledge of general education students, ensuring the continuity of lessons and training in the event of unexpected and force majeure events, teachers organize lessons and training remotely, and parents and guardians support their children's learning. As of the end of the 2022 academic year, this integrated platform hosts 4,780 regular course e-contents.


Second, following the development of technology, the type of educational institution is changing. In this context, the development of the first general education online school in Mongolia was started in September of last year. E-school has a purpose to provide equal opportunities to students who are unable to study high school electives due to group size, as well as to organize online Mongolian language and culture programs for children of Mongolian citizens abroad.

Third, the textbooks used in general education are being digitized, providing a starting point for the development of digital textbooks, compensating for learning retardation, and testing other platforms for teaching and learning in state-owned schools.


Fourth, for the first time, legal and financial mechanisms were created for the use of data usage costs, educational software, system rights, and licenses to be used in kindergarten and general education school teacher's classes and training activities.


Fifth, through the e-Mongolia portal, an opportunity was created to obtain educational documents and reference information that testify to a citizen's education and universal e-skills standards. 


Sixth, an integrated educational network was created, an information technology infrastructure capable of handling the industry's information flow and content consumption load was formed, and students of six state-owned universities were able to choose courses and receive some educational services regardless of jurisdiction of residence.


Seventh, strengthened public-private partnership. For example, the four national mobile phone operators, as part of their social responsibility, have created conditions for students and teachers to prevent data loss in the environment of the e-learning system.


During the United Nations’ Transforming Education Summit held in September of last year, our country presented to the international community the processes, plans, and experiences of e-transition that are changing learning through digital transition and partnerships. In the plenary session of the Summit on September 19, UNESCO officially announced that Mongolia has become one of the world's "Champion" countries for its good experience in the electronic transition of education and equal opportunities for students.


Young people are the driving force behind the national goal of becoming an e-nation. For the new generation of young people to develop their electronic skills, to keep pace with the development of the information technology era, and to lead further, this is a new challenge. I am sure that from this forum we will find solutions to the stable and intensive development of the countries of the region, ensuring the satisfactory life of the entire population, and creating a citizen-friendly political, economic, and social environment, and many important issues that young politicians must pay attention to.
