各位领导、各位嘉宾、同志们:
下午好!
非常荣幸与大家相聚亚洲青年领袖论坛,共商经济社会发展大计。根据大会安排,下面我以“创新驱动,科技赋能,新时代地铁助力城市新发展”为主题,谈谈新时代广州轨道交通的创新发展之路。
借这个机会,我简要跟各位报告一下广州地铁的基本情况。目前广州地铁资产规模5000亿,负责运营的轨道交通里程为745公里。其中,本地的地铁线网一共590公里,包括巴基斯坦的第一条地铁线路也是由广州地铁承担运营的,有12条273公里的线路正在建设。
下面我用三句话向各位领导作一个汇报:
第一,新时代赋予新使命。习近平总书记曾在视察北京市轨道交通建设发展情况时强调,城市轨道交通是现代大城市交通的发展方向,发展轨道交通,是解决大城市病的有效途径,也是建设绿色城市、智能城市的有效途径。《交通强国建设纲要》、《国家综合立体交通网规划纲要》也提出,要牢牢把握交通先行官定位,更加突出创新的核心地位,注重交通运输创新驱动和智慧发展。可以说,加快轨道交通创新发展对于推动智慧城市建设,优化都市功能布局,提升人民品质生活具有重要意义。
就广州地铁而言,自诞生之日起就秉承“敢为人先”的广东精神,承担着“为广州提速”的企业使命。从1号线的主要设备依赖进口,到2号线成为国内第一条机电设备国产化率达到70%以上的线路,并获国家科技进步二等奖,再到7号线首次采用具有完全自主知识产权的列车信号系统,填补了国内技术空白,到今天的积极探索和实践智慧地铁建设,研发出可迭代升级的轨道交通智慧操作系统“穗腾OS”。广州地铁跟腾讯经过三年时间的研发,目前已经开发出穗腾OS2.0版。可以说,我们在自主创新的道路上从未停歇。进入新时代,广州地铁将主动承担提速广州、主导湾区、引领行业、打造轨道上的大湾区的使命,以科技创新为引领,努力成为国内高质量发展的轨道交通综合服务商,以资本为纽带,努力成为治理体系科学、经营模式先进的轨道交通国有资本投资公司。
第二,新使命要求新发展。新使命下的广州地铁将以广州建设中国特色社会主义引领型城市为目标,积极贯彻落实交通强国战略部署,支撑粤港澳大湾区高质量发展,引领轨道交通科技进步和满足市民幸福出行,着力打造“四型”融合地铁。
一是打造服务型轨道交通。以人民为中心,以加快轨道交通建设步伐为首要任务。到2025年,广州地铁运营的粤港澳大湾区线路总里程有望突破2000公里,这里包括地铁、有轨电车还有城际轨道交通。那么,城际轨道交通就突破了广州市的市域范围,优化乘客全出行链服务品质,为市民提供更安全、便捷、智能、低碳环保的轨道交通服务。
二是打造引领型轨道交通。以最优的技术经济指标、权威的标准规范,保持线网整体先进性。以安全为本,实施创新人才、文化驱动战略,打造具有突出专业能力、创新能力、品牌影响力和竞争力的轨道交通综合性企业。
三是打造融合型轨道交通。推动轨道交通功能与城市生活服务无缝衔接,规划建设与城市更新有机结合,轨道交通发展与大湾区城市群发展高度融合,成为塑造城市空间形态,打造宜居、宜业、宜游优质生活圈,提升人民生活品质的骨干力量。
四是打造持续型轨道交通。以资本为纽带,以产业创新为依托,整合市场产品合作伙伴等资源,加快轨道交通+物业的发展步伐,塑造城市轨道交通行业生态圈,提升轨道交通自身造血能力。
第三,新发展呼唤新作为。可持续高质量的发展,一方面要求保持旺盛的创新精神,另一方面则要求保持务实的工作作风,脚踏实地推进智慧地铁落地,推动智慧城市建设。
一是加快创新平台载体建设。进一步强化创新、技术、资本、市场的融合, 结合广州市轨道产业特色,聚焦新型轨道交通制式的车辆,智能运维系统以及新材料、新装备等领域创新需求,打造共性技术研发平台,打通科技创新项目孕育成长的路径,为具备落地与产业化的科研创新类项目提供环境与土壤。
二是推动数字化创新与落地。推动广州地铁智慧化、数字化转型,统筹各领域技术布局,以及各业务的数字化进程。引入国内一流的合作商,完成符合广州地铁各业务数字化转型诉求的顶层设计,以数字化、网络化、智能化为方向,努力打造智能装备系统,建设智慧城轨。具体包括三个方面:智造就是以装配式建造技术等手段实施科技兴安、技术提效、绿色建设;智行就是通过加快全自动运行、区域联运、智慧安检、无感支付的技术手段,实现服务智能化、精准化、个性化,更好地满足人民的出行需求;智维就是用好云平台、物联网、大数据等技术,持续提升运维生产效率,优化成本结构。
三是打造高品质的轨道交通规划建设产品。坚持立足当前和持续发展相结合,在做好现有的在建线路的基础上,谋划好规划中的线路,既要精准施策、精心经营、精细落实,把当前的事做好,做出精品,结出成果,形成标准。同时,又要走一步看三步,考虑为未来可持续发展奠定基础,强化规划设计、建设、运营、经营等各个环节在规划设计阶段的联动,为百年运营创造良好的经营条件,也为后续升级换代提供足够的改造空间。
四是交付高品质的轨道交通服务与场景。持续推动地铁从交通运输服务为主到城市综合服务企业的转型,夯实地铁+物业的经营模式,借助新一轮规划的窗口期,多制式融合发展的契机,推动物业置业经营的多元经营业务的升级与壮大,在运营高品质输出的基础上,形成多元轨道交通生活圈,提升轨道交通沿线物业策划开发能力,打造国际标杆综合体及枢纽综合体,成为轨道交通行业城市品质生活的引领者。
五是大力推动轨道交通产业基础高级化与产业链现代化。以智慧+集群为发展主线,构建投资、规划设计、建筑施工、装备制造、运营维保与增值服务全产业链集群,形成一个龙头牵引,若干骨干企业支撑的“1+N”的供应链体系,推动构建全产业链位居前列、若干重点环节最强、创新意识氛围最浓的高质量产业发展新格局,加快打造全市新兴优势产业,塑造世界级轨道交通品牌,增强对广州实现“老城市新活力”、“四个出新出彩”的支撑作用。
未来已来,科技是人类文明的双翼。我相信,轨道交通插上科技的翅膀后,必将不断促进经济、文化、社会、政治、生态等各领域的发展腾飞。作为轨道交通行业的一份子,广州地铁将在更广阔的创新之地翱翔,以示范工程为抓手,不断挖掘创新成果,推动技术突破,以更加昂扬的姿态,更加坚定的信念,共同推动轨道交通高质量发展,为智慧城市建设和人民幸福生活贡献更大、更新的力量。

On 27 November, Liu Zhicheng, General Manager of Guangzhou Metro, delivered a keynote speech titled “Innovation-Driven and Tech-Empowered, Metro of the New Era Promotes New Progress in City” at the Technology Innovation and Smart City Forum of the Asia Youth Leaders Forum 2021.

Dear leaders and distinguished guests,
Good afternoon! I'm very honored to be with you at the Asia Youth Leaders Forum to discuss economic and social development. According to the conference agenda, I will talk about the innovative development of Guangzhou’s rail transit in the new era. The title of my speech is Innovation-Driven and Tech-Empowered, Metro of the New Era Promotes New Progress in City.
I would like to take this opportunity to briefly share what we do at Guangzhou Metro. Currently, Guangzhou Metro has an asset of 500 billion yuan. The rail transit mileage operated by Guangzhou Metro is 745 kilometers. Among them, local subway network accounts for a total of 590 kilometers. Pakistan's first subway line is also operated by Guangzhou Metro. There are 12 lines totaling 273 kilometers under construction. Now, I will make a brief presentation in three aspects.
First, the new era has given us a new mission. General Secretary Xi Jinping emphasized, when inspecting the development of rail transit in Beijing, that urban rail transit is the future of modern metropolitan transportation. Developing rail transit is an effective way to solve the problems in big cities and build green and smart cities. "The Outline for Building China’s Strength in Transport" and "National Comprehensive Three-Dimensional Transportation Network Planning Outline" also proposed that we fully understand the importance of transportation, highlight the key role of innovation, and focus on innovation-driven and intelligent development of transportation. It can be said that accelerating the innovation-driven development of rail transit is of great significance to promote the construction of smart cities, optimize the distributions of urban functions, and improve the quality of life. Since its initiation, Guangzhou Metro has adhered to Guangdong's pioneering spirit and undertaken the mission of speeding up the development of Guangzhou. The main equipment of Line 1 relied on import. Line 2 was the first line in China with more than 70% of electromechanical equipment produced by China. In addition, Line 2 won the second prize of the National Science Progress Award. Line 7 used a domestic train signal system with completely independent intellectual property rights for the first time, filling the domestic technological gap. Today, we are actively exploring how to construct smart subways. We have developed an upgradeable smart rail transit operating system "Suiteng OS", and after three years, Guangzhou Metro and Tencent have developed version 2.0. It can be said that we have never stopped on the road of independent innovation. After entering the new era, Guangzhou Metro will take the initiative to speed up its trains and lead the development of the industry, with the mission of connecting the Greater Bay Area through rails. Led by technological innovation, we strive to become a comprehensive rail-transit service provider with high quality in China. We will leverage capital to become a state-owned capital investment company in rail transit with a scientific governance system and an advanced business model.
Second, the new mission requires new development. To assist Guangzhou to build a leading city with Chinese characteristics, Guangzhou Metro will actively implement the strategy of building China’s strength in transportation, support the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area. Besides, we will try to lead the scientific and technological progress of rail transit, enabling happy rides for citizens, and build a "four-type" subway system. The first is to build a service-oriented rail transit system, with people at its center and accelerating the pace of rail transit construction. By 2025, the total mileage of the Guangdong-Hong Kong-Macao Greater Bay Area operated by Guangzhou Metro is expected to exceed 2,000 kilometers, including subways, trams, and intercity rail transit. Intercity rail transit crosses the boundaries of Guangzhou. We optimize the service quality in the entire travel chain and provide citizens with safer, smarter, more convenient, low-carbon, and environmentally-friendly rail-transit services. Secondly, we will create a leading rail transit system. With the best technical and economic indicators and first-class standards and specifications, the overall advancement of the network can be maintained. Based on safety, we implement strategies driven by innovation, talent, and culture to build a comprehensive rail-transit enterprise with outstanding professionalism, innovation capabilities, brand influence, and competitiveness. The third is to build an integrated rail transit system. Efforts will be made to further connect rail transit and urban life services, combine rail-transit planning and construction with urban renewal, and integrate rail-transit development and urban agglomeration in the Greater Bay Area. We will turn rail transit into a considerable force for shaping urban forms, and it will create a high-quality living circle that is livable and suitable for businesses and travels, thus improving the quality of life. The fourth is to build a sustainable rail transit system. With the help of capital, innovations in the industry, and integration of product partners and other resources in the market, we will boost the development of rail transit and property management, creating an urban rail transit industry ecosystem and enhancing rail transit's sustainability.
Third, new development calls for new commitments. On the one hand, sustainable and high-quality development requires a vigorous spirit of innovation; on the other hand, it requires a pragmatic work style. We need to build smart subways and smart cities with pragmatic attitude. The first is to accelerate the construction of innovation platforms and further strengthen the integration of innovative technologies, capital, and markets. We combine the characteristics of Guangzhou's rail transit industry and focus on the innovation needs for new intelligent rail-transit vehicles, intelligent operation and maintenance system, new materials, new equipment, etc. Thus, we could create a common technology research and development platform, open up a path for the development of scientific and technological innovation projects, and provide the environment and foundation for industrialization-ready scientific research and innovation projects. The second is to promote digital innovation and implementation. We promote the intelligent and digital transformation of Guangzhou Metro and coordinate the application of various fields of technologies and the digitalization process of each business. We will also cooperate with first-class domestic partners, and complete top-level design that meets the needs of the digital transformation of various businesses for Guangzhou Metro. With digitization, networks, and intelligence as the direction, we strive to build smart equipment systems and smart urban rails. It includes three aspects specifically. Smart manufacturing is to achieve technological prosperity, technological efficiency improvement, and green construction by means of prefabricated construction technology. Smart travelling is to achieve intelligent, precise, and personalized services by accelerating automatic operation, regional intermodal transportation, smart security inspection, and senseless payment technology to better meet the travel needs of the people. Smart maintenance is to make good use of technologies such as cloud platforms, Internet of Things, and big data to continuously improve the efficiency of operation and maintenance and optimize cost structure. The third is to conduct high-quality rail-transit planning and construction and consider current and future development. On the basis of finishing existing lines under construction, we should contemplate lines in planning. We need to implement precise policies and meticulous management, do the current things right, make quality products, produce good results, and form standards. At the same time, we need a vision to consider laying a foundation for future development and strengthen the linkage between planning and design, construction, operation, and other stages in the development process. Based on this, we will create good operating conditions for future operations and provide sufficient space for subsequent upgrades. The fourth is to deliver high-quality rail-transit services and scenarios. We continue to promote the transformation of Guangzhou Metro from a service-oriented transportation company to a comprehensive urban service company, so as to consolidate the business model of metro plus property management. We take advantage of the new round of planning and the opportunity of multi-intelligence integration to promote the upgrade and development of the business of property ownership operations. On the basis of high-quality operation, we will form a diversified rail-transit living circle, enhance the planning and development capabilities of property management companies along the rails, and create world-class complexes and hubs, in order to become a leader in quality urban life in the rail transit industry. The fifth is to vigorously promote the advance of the rail transit industry and the modernization of the industry chain. With smart clustering as the main line of development, we will build a whole industry cluster including investment, planning and design, construction, equipment manufacturing, operation maintenance, and value-added services. It will help form a "1+N" supply chain system that is driven by a leading company and supported by a number of key enterprises and promote the industry development of a new and high-quality pattern which has leading industry chains, the strongest key links, and the strongest atmosphere of innovation. We need to accelerate the creation of advantageous emerging industries in the city, shape a world-class rail-transit brand, and enhance the supporting role for Guangzhou to realize the "new vitality of an old city" and the "four new breakthroughs".
The future is here. Technology is the wings of human civilization. I believe that with science and technology, rail transit will continue to promote economic, cultural, social, political, and ecological progress. As a member of the rail transit industry, Guangzhou Metro will soar in a broader sky of innovation. Through demonstration projects, we will continue to pursue innovation and promote technological breakthroughs and high-quality development of rail transit with greater confidence and firmer beliefs, so as to contribute greater and newer power to the construction of smart cities and the happy life of the people.
