尊敬的各位领导、各位嘉宾、女士们、先生们:
上午好!我很荣幸能够参与亚洲青年领袖论坛,感谢中国公共外交协会、中国和平发展基金会、广州市人民政府以及亚洲青年领袖联合会组织这次活动,这是一场及时的活动,也是一次重要的活动。感谢主办方让我有机会在这里跟大家见面,我很荣幸能与来自亚洲各国的政要、青年领袖和外交官同台,大家齐聚一堂,共商青年合作,凝聚共同价值,推动亚洲的和平与发展。
阿联酋与中国有着长久牢固的双边关系,这种关系植根于彼此尊重、相互信任、公开对话。我们四十年来的密切联系催生了许多成功的伙伴关系和联合项目,跨越多个领域,包括贸易、商业、教育、文化以及最重要的发展倡议,如“一带一路”倡议。在阿联酋,赋能青年是国家的重中之重,我们认为要让他们掌握必要的技能和经验,为国家的发展作出贡献。通过政府支持的政策和青年赋能举措,确保他们成为国家建设进程中不可或缺的一部分,这一战略也呼应了中国的发展重心。
中阿两国之间共同感兴趣的交流项目日益增加,特别是阿联酋青年大使项目。该项目于2014年启动,通过密集的中文课程和对中国文化的接触,已使100多名来自阿联酋的年轻人受益。我们相信,这种交流促进了两国青年的沟通友谊,我们鼓励大学和教育机构之间的更多合作。在阿联酋,我们有200多所教授汉语的学校,这是阿联酋和中国近年来签署协议的结果。
女士们、先生们,阿联酋的国家青年战略体现了我们的承诺:致力于青年人格塑造;致力于青年社会价值观的培养,如包容和追求卓越;致力使各领域的青年能够有效地为国家作出贡献。我们的青年参与政策旨在精简青年事务部门,将他们置于国家发展战略的核心。我们对青年的力量和他们创造更美好世界的能力充满信心,这就是为什么我们文化和青年部正在牵头推动他们在全球性、区域性以及地方性事务的参与。

Mubarak Al Nakhishares experience of empowering youth in all sectors to become future leaders
On 25 March, Mubarak Al Nakhi, undersecretary of the UAE Ministry of Culture and Youth, delivered his remarks at the Opening Ceremony of the Asia Youth Leaders Forum. Following is the full text of the remarks.

Distinguished guests,
Ladies and gentlemen,
Good morning. I’m delighted to participate in the Asia Youth Leaders Forum and extend my gratitude to the China Public Diplomacy Association, China Foundation for Peace and Development, The People’s Government of Guangzhou Municipality, and Asia Youth Leaders Association for organizing this event, a timely event, and a relevant event. And it’s an honor to share the stage with dignitaries, youth leaders, and diplomats from across Asia, who have gathered here to discuss youth cooperation, promote common values, and advance peace and development within Asia.
The UAE and People’s Republic of China have strong and long-standing bilateral relationships, rooted in principles of respect, mutual trust, and open dialogue. Our four decades of close ties have led to successful partnerships and joint projects spanning in several fields, including trade, business, education, culture, and most importantly, development initiatives, such as the Belt and Road Initiative. In the UAE, empowering youth is a national priority, and we believe in equipping them with the necessary skills and experience to contribute to the country’s growth agenda. Through government-backed policies and youth empowerment initiatives, we ensure that they are an integral part of the nation-building process. And it’s a strategy that resonates with China’s priorities as well. We are experiencing growing interests and new exchange programs between the UAE and China, specifically, with the UAE Youth Ambassador Program. That program was launched in 2014 and has benefited over 100 young people from the UAE though intensive Chinese language courses and exposure to the Chinese culture. We believe that such exchange promotes communication and friendship between Emirati youth and Chinese youth, and we encourage more cooperation between universities and educational organizations. In the UAE, we have more than 200 schools teaching mandarin, and that’s the result of agreements signed between the UAE and China in the previous years.
Ladies and gentlemen,
The UAE’s National Youth Strategy reflects our commitment to building character, promoting social values in our youth such as tolerance and commitment to excellence, and targeting people in various sectors to enable them to contribute effectively to the nation. Our youth engagement policy aims to streamline the youth sector, placing them at the heart of the country’s development strategy. We’re confident of the power of youth and their abilities to create a better world, which is why the Ministry of Culture and Youth is spearheading efforts to enhance their participation globally and regionally as well as locally.
Before I conclude, I’d like to compliment the efforts led by the People’s Republic of China, supporting young people and empowering them to contribute to a better future. Thank you very much.
