3月25日，在亚洲青年领袖论坛高质量发展主题论坛上，广东稳固建设工程科技集团有限公司董事长、广州市人民代表大会代表邓锦尚发表主旨演讲。

尊敬的各位领导、各位来宾：

下午好！我叫邓锦尚，广东稳固集团的董事长、广州市人大代表。今天我跟大家分享的主题是“筑牢建设工程全生命周期质量防线，以高水平安全保障高质量发展”，共四方面内容：

第一，稳固集团情况。稳固集团，总部位于南沙，办公及实验室面积18000平方，拥有400多名高素质专业技术人才。旗下有两个骨干公司，一个是检测鉴定公司，另外一个是防水补强公司。总书记在党的二十大报告中明确提出，高质量发展是全面建设社会主义现代化国家的首要任务。广东省委、省政府也明确提出把高质量发展作为广东现代化建设的首要任务。什么是高质量发展？从建设工程行业来看，高质量发展主要体现在效率与安全两方面，没有效率就谈不上高质量发展，但是没有安全就什么也没有。我们稳固的使命是防范化解工程建设风险，筑牢建设工程全生命周期质量防线。

第二，稳固业绩与社会责任。稳固集团成立近19年，我们不生产商品，只生产安全。哪里有需要，哪里就有稳固人的足迹。我们先后为广交会展馆、香港科技大学（广州）校区、腾讯集团广州总部等国家重大项目提供工程质量安全评估服务；为汶川地震、广州建业大厦火灾等重大突发事件提供灾后建筑安全鉴定；为各类既有建筑物提供可靠性鉴定及抗震性能鉴定，参与城市危险房普查及危险房鉴定；为中共三大会址、广州起义烈士陵园，曾经中国最高的建筑广州宾馆、白云宾馆等历史建筑、重要建筑提供结构加固等服务。

第三，科技创新是稳固动力之源。专业技术服务能力的提升，离不开科技创新手段的应用。我们的建筑工程检测鉴定关键技术装备研发及应用项目取得多项成果，经过行业协会及权威专家认定达到国内的领先水平。我们另外一个重点研发项目是城市生命线监测预警平台。平台综合利用空、天、地一体化监测技术对城市生命线工程进行全天候、全天时、大范围、高精度、无死角的监测，以便对各类灾害隐患点进行预测、预警和预报。城市生命线监测预警平台可以在建（构）筑物安全排查、大范围线网安全监测、自然环境与灾害防控等多方面的应用。通过平台应用，有望精准化、规模化、智能化、实用化地解决城市生命线监测的痛点，将灾害防患于未然。

第四，未来的合作展望与构想。经过多年的发展，稳固集团在建设工程全生命周期质量安全领域取得一定的成效，利用卫星数据可以提供国家级乃至洲际级的区域监测覆盖。希望能充分利用亚洲青年领袖论坛这个平台，多引进各国专业技术人才，不断提高技术能力的同时，与各位青年领袖在现代化国家建设，尤其是在房屋建筑、市政、交通、水利、铁路等工程领域一起合作，共同把守护建设工程质量安全的事业做强做大，为我们亚洲、为明天，更安全！

Deng Jinshang shares experience of building a solid defense for lifecycle quality of construction projects and ensuring high-quality development with high-level safety

On 25 March, Deng Jinshang, Chairperson of Guangdong Wengu Construction Engineering Technology Group and deputy to Guangzhou Municipal People's Congress, delivered a keynote speech at the High-quality Development Forum of the Asia Youth Leaders Forum. Following is the full text of the speech.

Excellencies,

Dear guests,

Good afternoon! My name is Deng Jinshang. I am the chairman of Guangdong Wengu Group and a deputy to the Guangzhou Municipal People’s Congress. The topic of my speech today is “Build a solid defense for lifecycle quality of construction projects and ensure high-quality development with high-level safety”. It is divided into four aspects.

Firstly, about Wengu. We are headquartered in Nansha. We have 18,000 square meters of offices and laboratories and more than 400 high-caliber professional and technical personnel. We have two backbone subsidiaries. One specializes in inspection and evaluation, and the other in waterproof and reinforcement.  General Secretary Xi Jinping pointed out in the report to the 20th CPC National Congress that high-quality development is the primary task of building a modern socialist country in an all-round way. CPC’s Guangdong committee and the Guangdong government have also identified high-quality development as the primary task of Guangdong’s modernization. What is high-quality development? From the perspective of the construction industry, high-quality development is mainly reflected in efficiency and safety. Without efficiency there can be no high-quality development, but without safety there is nothing. At Wengu, our mission is to prevent and resolve construction risks and thus build a solid defense for lifecycle quality of construction projects.

Secondly, our performance and social responsibility. It has been 19 years since our establishment. We produce not goods, but safety. Where there is demand, there is Wengu’s trace. In succession, we have provided quality and safety assessment services for major projects such as Canton Fair Complex, Hong Kong University of Science and Technology (Guangzhou), and Tencent Group’s Guangzhou quarters; post-disaster building safety evaluation for major emergencies such as the Wenchuan earthquake and the fire of Guangzhou Jianye Building; reliability and seismic performance appraisal for all kinds of existing buildings with participation in urban dangerous building census and identification; structural reinforcement for historic buildings and important buildings such as the venue of the 3rd CPC Congress, Guangzhou Uprising Martyrs Cemetery, and China’s former tallest buildings: Guangzhou Hotel and Baiyun Hotel. 

Thirdly, our innovation. The improvement of our professionalism is inseparable from the application of scientific and technological innovation. Our research, development, and application of key construction inspection and evaluation technologies and equipment has made several achievements, recognized by industry associations and reputed experts to be at the cutting edge in China. Another key R&D project of ours is the urban lifeline monitoring and early warning platform. With integrated space-air-ground monitoring technology, it can monitor urban lifeline projects in an all-weather, all-day, large-scale, high-precision, and no-dead-angle manner. This way, it can predict and warn about various hazards. The platform can be used for building (structure) safety inspection, large-scale line network safety monitoring, natural environment and disaster prevention and control, etc. With this platform, we can accurately, sweepingly, intelligently, effectively solve the pain points of urban lifeline monitoring and prevent disasters before they occur.

Fourthly, our prospects for the future. After years of development, we have made achievements in the field of whole-lifecycle quality and safety of construction projects. Using satellite data, we can provide nationwide and even continent-wide monitoring services. We hope that through Asia Youth Leaders Forum we can hire more professional and technical personnel from around the world to continuously improve our technical capabilities. Meanwhile, we wish to join force with you youth leaders in building a modern country, especially in housing construction, public facilities, transportation, water facilities, railway, and other engineering fields. Together, we can further develop this sector of safeguarding the quality and safety of construction projects, and make Asia and our future safer.
