李晓岚:港澳青年立足大湾区创新创业大有作为

11月28日上午,在2021亚洲青年领袖论坛“粤港澳大湾区合作发展”主题论坛平行对话中,广州粤港澳大湾区经济文化促进会秘书长李晓岚就“港澳青年立足大湾区创新创业大有作为”的话题发表了自己的观点。

尊敬的各位领导、各位来宾:

大家上午好!

我是广州粤港澳大湾区经济文化促进会的秘书长李晓岚。关于青年,在大会开幕式上,高云龙主席谈到“青年上,时代前”,青年是国家的希望,所以在《粤港澳大湾区发展规划纲要》出台之后,在大湾区的合作发展过程中,青年必将有所作为。广州粤港澳大湾区经济文化促进会也是在大湾区这个大背景下成立的,是于2018年2月成立的。在成立短短的三年时间内,我们也吸纳了300多位优秀企业家,同时也吸纳了28家商协会。所以说,在过去的三年里我们做了很多与港澳台相关的事情。

2018年成立之初,我们就与中山大学合办了粤港澳大湾区领袖班,旨在培养港澳和广东知名的优秀企业家。同时,我们也成立了粤港澳大湾区合作交流委员会,在搭建香港、澳门、广东三地的企业和政府的平台上发挥作用。

与大家分享一下,我们近期也有一个大喜事。我们在广州市委统战部、广州市工商联、广州市湾区办的指导下,正在筹备和启动港澳青年创业实习基地计划,经过我们短短不到五天时间的发动,到目前为止已经吸纳了广州智能产业装备集团、广州酒家以及广州知名国企,还有立白集团、红海人力、科大讯飞、励丰文化等上市公司。我们下个月11日要举办的启动仪式上也会向社会公布。我们旨在影响有影响力的企业,希望大家一起在港澳青年创业上作出自己应有的贡献。

谈到未来,在粤港澳大湾区合作发展的大前提下,青年创新和创业大有前途,下面谈四个方面。

首先,各种各样的政策支持和扶持为青年的创业提供了政策保障。刚刚谢主席谈到南沙政策为青年创业提供了很多优惠。最近,全国青联推出了八个重要举措,其中有几个数据:近五年提供1.5万个实习单位;近五年提供1.2万个就业岗位;近五年提供至少120个创业项目(港澳青年专项行动)。

二是在这个大背景下,很多综合平台、专业平台给青年的创新创业提供助力。我们促进会最近的行动也得到了各行各业的支持。昨天,广药集团李楚源董事长也加入促进会大家庭,说为青年创新创业计划提供支持。我们也呼吁更多优秀的企业,特别是知名企业可以为港澳青年创新创业提供机会,助力港澳青年早日融入祖国发展大局。

三是我关注到青年创业在科技技术和文化产业方面有多项选择。例如,我们关注到青年创业更多是科技领域、文化创意领域。有一组数据:科技领域大概占了24.7%、文化创意领域占了21.7%。并不是说青年关注这两个领域就会眼高手低,相反,青年关注这个领域后,会有更强的创作团队,特别是市场发展初期会有更独特的商业模式。我感觉到很多青年创业团队学历都很高,也非常有冲劲,敢作敢为。

最后一个方面,在粤港澳大湾区的大背景下,金融市场特别活跃,法律服务配套逐步完善。我本人也是律师和仲裁员。从2020年底到现在,粤港澳大湾区三地联营律师事务所就有20家。联营律师事务所为港澳青年在粤港澳大湾区创业提供了多元化的法律服务,也是一定程度上满足了港澳青年来大陆创业的法律服务需求。

所以,粤港澳大湾区的青年有担当、有作为,加之配套服务、政策,一定会作为亚洲青年的中坚力量,引领时代潮流。

On 28 November, Li Xiaolan, secretary general of Guangzhou GD-HK-MAC Greater Bay Area Economic & Cultural Promotion Association, shared her thoughts on youth innovation and entrepreneurship at the Guangdong-Hong Kong-Macao Greater Bay Area Cooperation and Development Forum of the Asia Youth Leaders Forum 2021.

The full speech is as below.

Dear dignitaries and guests,

Good morning. My name is Li Xiaolan. I am the secretary general of Guangzhou GD-HK-MAC Greater Bay Area Economic & Cultural Promotion Association. During the opening ceremony, Vice Chairman of CPPCC Gao Yunlong said youths sought progress just as the time moved forward. Indeed, youths represent the hope of a nation. The Outline Development Plan of the Guangdong-Hong Kong-Macao Greater Bay Area will provide young people with many opportunities to participate in the development and cooperation of the Greater Bay Area. Our association was thus founded in this context in February 2018. In just three years, we have welcomed more than 300 outstanding entrepreneurs and 28 chambers of commerce or associations as our members and have done a lot in terms of cooperation with Hong Kong, Macao, and Taiwan.

As early as 2018, we started a GBA leadership program with Sun Yat-sen University to nurture outstanding entrepreneurs from Hong Kong, Macao, and Guangdong. We also established a committee on Guangdong-Hong Kong-Macao exchange and cooperation, contributing to building a platform for businesses and governments from the three regions.

There is another good news that we want to share with you. With the guidance of the United Front Department of CPC Guangzhou Committee, Guangzhou Federation of Industry and Commerce, and Office of Guangzhou Municipal Leading Group for the Development of the Greater Bay Area, we are working on an entrepreneurship and internship program for Hong Kong and Macao youths. In just five days, we have secured the participation of Guangzhou Intelligent Industry Equipment Group, Guangzhou Restaurant, and renowned state-owned companies in Guangzhou, as well as public companies including Liby Group, Honghai Human Resources Group, iFlytek, and Guangzhou LeafunCulture Science and Technology. We will also announce this news to the public at the launchceremony of this program on 11 December. What we do is also try to influence those influential companies and act our part in helping Hong Kong and Macao youths to start a business. 

Talking about the future, I think within the framework of GBA cooperation and development, there are great prospects for youth innovation and entrepreneurship. I’d like to go about this from four aspects.

Firstly, a variety of support policies means guarantee for youth entrepreneurship on the policy level. It was just mentioned that Nansha hadintroduced many preferential policies for youth entrepreneurship. Likewise, the All-China Youth Federation has recently released eight important measures. Among them is a group of data: the next five years will witness 15,000 new companies for internship, 12,000 new jobs, and at least 120 entrepreneurship programs (or special actions) for young people from Hong Kong and Macao. 

Secondly, within this context, many comprehensive and special platforms can further support youth innovation and entrepreneurship. Our recent actions have also garnered support from all sectors. Just yesterday, Guangzhou Pharmaceutical Holdings joined our association and pledged to support programs of youth innovation and entrepreneurship. We also call on more companies, especially renowned companies, to provide Hong Kong and Macao youths with opportunities to innovate and start businesses, helping them contribute to the nation’s development sooner than later.

Thirdly, it is my observation that the science and technology sector and cultural sector offer many options to young people. For instance, we notice that youth entrepreneurship concentrates more in the fields of science and technology as well as culture and creativity. Data shows that entrepreneurship in science and technology accounts for 24.7 percent, and culture and creativity 21.7 percent. This does not mean young people aim high but shoot low by focusing on these two domains. On the contrary, youths’ engaging in these fields spells out stronger creative teams and more distinctive business models. From my observation, many young entrepreneurs are highly-educated and adventurous.

Lastly, in the development of the Greater Bay Area, the financial market is very active, and legal services are improving. I am a lawyer and arbitrator by trade. Since the end of 2020, there has been 20 law firms that boasts legal practitioners from Hong Kong, Macao, and the mainland. These law firms provide diverse legal services for Hong Kong and Macao youths in starting businesses, meeting the demand for such services.

To sum up, young people in the Greater Bay Area shoulder responsibilities and stand ready to take actions. With the support services and policies here, they will become the backbone of Asian youths and go ahead of the curve. Thank you.
