11月28日上午,在2021亚洲青年领袖论坛“粤港澳大湾区合作发展”主题论坛平行对话中,大湾区国际艺术品保税产业中心董事总经理杨眉就“产业的发展必须依托青年力量”的话题发表了自己的观点。

各位领导,大家好!
我是大湾区国际艺术品保税产业中心的创始人杨眉。大湾区国际艺术品保税产业中心是一家诞生于南沙、根植于南沙、发展于南沙的企业。虽然我本人是香港人,但是我从2016年来到南沙开始,就再也不想离开了。我们整个创业的过程,许多关键词都与青年有关。
首先,我们的产业是艺术品保税进出口产业,是一个新兴产业。从国家自贸区成立之始,自贸区的政策让这个产业得以发展,没有自贸区,就没有艺术品保税进出口产业,这是一个新兴的业态。
第二,我们的企业非常年轻。2019年下半年开始创业,在企业创立不到一年的时间里,已经做了整个广东自贸区第一单艺术品保税进口展示。2020年初,我们做了一幅国内尺幅最大、货值最高(将近2个亿)的毕加索原作的展示,央视也前来拍摄。西班牙著名的国宝级艺术家毕加索的原作从英国到香港再到了南沙保税区,目前正在全国进行巡展。
第三,我们的公司员工都是青年。每次我们去参加展会的时候,我们团队亮相,40多位全部都是90后。大家都非常有闯劲,正好契合今天我们论坛的主题,就是青年人的力量。我们整个产业的发展、公司的发展和人员的发展都依托于青年的力量。
区块链技术在艺术品保税产业的应用,我们目前正在研究。南沙区的金融局其实也把我们介绍给了阿里的蚂蚁链,我们现在正在探讨如何利用区块链技术解决艺术品行业痛点:一个是鉴定的问题(是不是真的),另一个是估值的问题(到底值多少钱)。由于区块链技术的发展,我们可以在艺术品诞生之初就记录它所有的信息,包括谁创作的,什么时候创作的,每一次交易去到哪里,被谁收购了,被哪个拍卖行拍卖了。这正是区块链技术在艺术品行业得到了一个非常好的运用,其实也是开拓了一个新的赛道。对于我们这种年轻的企业进入到传统行业当中,我们最在意的就是是否有一个新的赛道可以让我们的未来有发展的前景。而且南沙就有自己的政府公链,是最早的地区公链,所以我们在这上面可以大有作为。
南沙的优势到底在哪里?大家也提了很多,现在就是区位优势、人才优势,但未来的优势就是从地理中心向功能中心转移。这几天,我也一直在思考如何进行产业升级。对于香港来说,艺术品市场是传统行业,自贸区的成立其实是帮香港的艺术品行业做了一个产业升级。
南沙能给大家、给香港和澳门带来什么?首先是帮它们拓展了市场。将来最有活力的艺术品市场一定在内地。再者是帮它们降低了产业成本。香港的仓储、人工成本非常高,南沙自贸区的保税区等同于境内关外,政策上绝对具有优势,成本上就更加有优势,所以现在自贸区正在聚集港澳和外国的艺术品资源,这两年以来趋势已经非常明显。
澳门方面,澳门传统产业比较单一,但艺术品市场发展起来了,其实是在给澳门注入产业资源,增强产业活力,它传统的单一产业就会慢慢变得多元化。我们也引入了很多展览去澳门,澳门本地的艺术家也希望能把一些展览办到南沙来。
未来,南沙的优势非常明显,就是更具活力,更具创造力,而且更具可能性。

On 28 November, Yang Mei, CEO of Greater Bay Area International Art Bonded Industry Center, shared her thoughts on industry development and youths at the Guangdong-Hong Kong-Macao Greater Bay Area Cooperation and Development Forum of the Asia Youth Leaders Forum 2021.

Dear dignitaries,
I'm Yang Mei, founder of the Greater Bay Area International Art Bonded Industry Center.
The centre was born and grows in Nansha District. I'm from Hong Kong, but I no longer want to leave Nansha since I came here in 2016. Many of the keywords of our business-starting process is closely related to the word “youth”.
Firstly, what we're engaged in is the import and export of bonded artworks. This is an emerging industry. The establishment of free trade zones in the country enable this industry to grow. So, without free trade zones, import and export of bonded artworks cannot exist. This is a new business form.
Secondly, our company is very young. I started the centre in 2019. Within less than a year since our company was founded, we had already organized the first exhibition of bonded artworks in the entire Guangdong Pilot Free Trade Zone. At the beginning of 2020, we did an exhibition of an original painting by Picasso, the largest and most valuable (about RMB 200 million) ever exhibited in China, which the CCTV also covered. The original painting by the famous Spanish artist Picasso traveled from the UK to Hong Kong, and then to Nansha Comprehensive Bonded Zone. Now it is on a touring exhibition all over the country.
Thirdly, all members of our company are young people. Every time we go to an exhibition, we discover that all our team members – more than 40 people – were born in the 1990s. Everyone is hardworking. I think this fits the theme of our forum today, the power of youths. The development of this industry, our business, and personnel all depends on the power of youths.
The application of blockchain technology to the bonded art industry is actually what we are working on. The Nansha District Bureau of Financial Affairs has introduced us to the Antchain team of Alibaba. Now we are discussing how to use blockchain to resolve the pain points of the artwork industry: one is about authentication (whether it is real); and the other is about valuation (how much it is worth). Thanks to blockchain, we can record all information of the artwork since its birth, including who created it, when it was created, where it traveled after each transaction, who bought it, and at which auction house it was last sold. This can be a good application of blockchain in the artwork industry and will open up a new business track. For young entrepreneurs to enter a traditional industry, we are most concerned about whether there is a new track that can offer a promising future for development. Actually, Nansha has its own public blockchain, which was the earliest regional public chain. So, we can make a big difference in this.
What are the strengths of Nansha? People talk a lot about advantages in location and talent. For the future, however, the strength is the shift from a geographic centre to a functional centre. These days, I've been thinking about how we transform and upgrade the industry. For Hong Kong, the artwork market is a traditional industry. The establishment of free trade zones in the mainland is actually helping Hong Kong's artwork industry toupgrade. So, what can Nansha bring to Hong Kong and Macao? Firstly, Nansha can help them expand their market. The most dynamic artwork market in the future will definitely be the mainland. Secondly, Nansha can help them reduce cost. The costs of warehousing and labour force in Hong Kong are very high. However, the bonded zone in Nansha Free Trade Zone is within the borders of China but outside its customs jurisdiction, which has a clear advantage on the policy level and in costs. This is why free trade zones are attracting artwork resources from Hong Kong and Macao, as well as foreign countries. During the past two years, this trend was already very obvious. When it comes to Macao, the region does not have many traditional industries. But the developing artwork market is actually bringing industry resources into Macao and enhancing its industry vitality. Subsequently, its industries will gradually become diversified. In fact, we have introduced a lot of exhibitions to Macao, and Macao's local artists also hope to bring their exhibitions into Nansha.
Nansha’s advantage will become more prominent in the future. Therefore, it will be more vigourous, more creative, and more prosperous. Thank you!
