3月25日，在亚洲青年领袖论坛开幕式上，老挝国会副主席、老挝和平与团结委员会主席宋玛•奔舍那在现场发表重要讲话。

女士们、先生们：
本人谨代表老挝和平与团结委员会代表团，向邀请并热情接待我方的中国和平发展基金会、中国公共外交协会、广州市人民政府和亚洲青年领袖联合会表示真诚的感谢。我非常荣幸能够带领老挝和平与团结委员会代表团参加本次亚洲青年领袖论坛。
本次论坛在中国广州召开，广州是一座有着2000多年海洋文明史的美丽城市，同时也是中国古代丝绸之路和亚洲重要海洋贸易之路的发源地之一。此次论坛为各参会代表尤其是亚洲青年领袖提供了彼此沟通交流的绝佳机会。大家可以针对会议主题交换意见和观点，增进彼此之间的感情和友谊，加强彼此之间的信任，同时携手探讨建设合作机制， 谋求共同利益，为推进亚洲地区发展进而推进世界总体发展做贡献。
同志们，我们对中国在亚洲地区发挥的作用以及做出的贡献表示高度赞赏。中国是一个优秀的国家，是世界第二大经济体，人口数量约14亿，占世界总人口超1/5，其中15～29岁的青年共3亿人，是发展的重要因素。中国在区域和国际合作机制的创建、维系和发展中发挥着中心和主体作用。中国在资源、经济和资金方面都具备优势，能够发挥创建合作机制的主导作用,以实现共同利益、促进相互理解，成为彼此信任的合作伙伴，共同追求世界和区域和平、友好、合作，实现地区的共同发展，共同繁荣。
中国还是维护区域和平与发展的主体国家，主要体现在作为安理会常任理事国代表亚洲在国际舞台上发挥的积极作用。中国是多边外交关系的开拓者，致力在保证各国共同利益的基础上建设多元化世界，并在区域和世界争端问题的协调解决中发挥了真正作用。就目前来看，中国为了世界稳定与发展而提出的各项倡议及相关战略十分契合亚洲地区的整体利益和总体趋势。
中国已经成为构建双赢式合作发展关系的中坚力量。2013年，中国国家主席提出共建“一带一路“倡议，这是一个对全世界基础设施建设有着重大意义的大工程，能够使全球和本地区各国间的交往和联系更加密切，令全球交通更加便捷，并可为推动各国经济发展和相互沟通创造更好的机遇，让本地区和世界互联互通、共同发展。
我一直关注着中国的发展，让我印象深刻的是：中国各方面都得到了快速、全面、不断的发展。尽管遭遇新冠肺炎疫情和世界经济衰退的的影响，但中国人民的生活水平却日益提高，中国在亚洲地区乃至全世界的引领作用也越来越突出。借此机会，我对2022年10月份召开的中共二十大所取得的圆满成功表示祝贺。我相信中国将继续在亚洲地区发展建设中发挥主导作用， 并为全世界的发展作出积极贡献。
老挝也在为区域和国际合作的发展贡献自己的力量。老挝始终坚持和平、独立、统一的合作方针，积极参与解决区域和全球性的问题，保障各方的合法利益。谈及老挝在亚洲区域发展中所作的贡献，尽管老挝是一个欠发达的国家，但老挝始终根据自己的实际能力和既有条件贡献力量。
同时，老挝仍然努力与区域内各国保持互联互通，从一个“陆锁国”转变成“陆联国”，积极响应中国的“一带一路”倡议，其中最为突出的是，中老铁路于2021年顺利通车。中老铁路一通，“从此山不再高、路不再长”，我们之间的交流更加便捷。受益的不仅仅是中老两国人民，还是整个东盟乃至亚洲人民。
值此之际，我谨向中国政府和中国人民长期以来对老挝提供的支持表示衷心的感谢，我深怀感恩之心。尤其是中国和平发展基金会向老挝提供的专项援助，为老挝各方面的发展作出了重要的贡献。
至于老挝人民革命党的青年一代，他们也在加强同亚洲各国青年之间的合作互动，加入了相关合作机制、项目和活动。同时，我们还建立了协调机制、合作机制和交流机制，推动他们与邻国青年、友好国家青年之间实现互帮互助，包括中国青年。
在结束之前，我想引用一句名言，毛主席说：“你们青年人朝气蓬勃，好像早上八九点钟的太阳，希望是你们的。”

Sommad Pholsena calls for further friendship and strategic partnership
On 25 March,Sommad Pholsena, vice chairperson of National Assembly of Laos and president of Lao Committee for Peace and Solidarity, delivered his remarks at the Opening Ceremony of the Asia Youth Leaders Forum. Following is the full text of the remarks.
Ladies and gentlemen,
On behalf of the Lao Committee for Peace and Solidarity delegation, I’d like to extend our sincere thanks to China Foundation for Peace and Development, China Public Diplomacy Association, The People’s Government of Guangzhou Municipality,and Asia Youth Leaders Association, for your invitation and hospitality. It is my honor to lead the Lao Committee for Peace and Solidarity delegation and join you at this Asia Youth Leader Forum.
The event is convened at Guangzhou, a beautiful city with over 2000 years of maritime civilization, a cradle of the ancient Silk Road, and a start of key maritime trade routes in Asia. This forum provides delegates, especially, Asian youth leaders, with an excellent opportunity for communication. We can exchange ideas and views on the forum’s theme, improve our relationship and friendship, enhance mutual trust, and discuss building partnership mechanisms, so as to seek common interest and promote the development of Asia, and even the world.
Comrades,
We highly commend the role China plays in Asia and its contributions. China is an excellent country. Itis the world’s second largest economy. It has a population of 1.4 billion, around 1/5 of the global total. Youth aged between 15 and 29 numbers 300 million, which is a key factor for development. China plays a central role in the creation, maintenance, and development of regional and global cooperation mechanism. China enjoys advantages in resources, economy, and capitals. It can play a leading role in the creation of cooperation mechanisms that enable countries to seek shared interests, enhance mutual understanding, and become trusted partners, so as to pursue regional and world peace, amity, and cooperation and achieve common development and prosperity for the region.
China is also a key player in maintaining regional peace and development. As a permanent member on the Security Council, it performs a positive role on behalf of Asia in the international arena. China is a trailblazer in multilateral diplomatic ties, committed to building a diverse world while safeguarding countries’ shared interests. It has made concrete contributions to the mediation and solution of regional and global conflicts. So far, the initiatives and strategies that China has proposed for the sake of world stability and development are in line with Asia’s interests and trend in general.
China has become a backbone of win-win cooperation and development. In 2023, Chinese President Xi Jinping put forward the Belt and Road Initiative. This is a grand endeavor of great significance to global infrastructure construction. It can enable closer exchanges and connection between countries in the region and with the world. It can facilitate transportation around the world. And it can create better opportunities for economic development and exchanges, so that the region can become connected with the world and develop in sync with it.
I have been following China’s development. What impresses me is that China has been developing in a rapid, constant, and all-round fashion. Despite the COVID-19 pandemic and impacts of global economic recession, the life standards of Chinese people are improving. The CPC is playing an increasingly leading role in the region and even the world. I’d like to take this opportunity to congratulate on the successful organization of the 20th CPC National Congress held in October 2022 and especially the recently concluded first session of the 14th National People’s Congress, where Comrade Xi Jinping was elected unanimously to be the Chinese president again. I believe China will continue to play a leading role in development of the Asian region and make positive contributions to world development.
Laos also dedicates its efforts to the development of regional and world partnership. We stay committed to the cooperation principle of peace, independence, and unity and participate actively in the solution of regional and global problems to safeguard the legitimate interests of involved parties. Speaking of Lao contributions to Asia’s development, though Laos is an under-developed country, we have always been contributing our efforts in accordance with our resources and conditions.
Meanwhile, we try to keep our connection and linkage with countries in the region to transition from land-locked to land-linked, for instance, through our participation in projects under the BRI. A notable case is the China-Laos Railway, put into traffic in 2021 To quote President Xi Jinping, once the railway is in traffic, “mountains do not seem high, and journeys do not seem long”. Our exchanges have been further facilitated. The beneficiaries will not only be the people of China and Laos, but also of the whole ASEAN and even Asian region.
With this opportunity, I’d like to convey my heartfelt gratitude to the Chinese government and Chinese people for the assistance provided for us, particularly, the special aid extended to us by the China Foundation for Peace and Development, which has made important contributions to Laos’ general development.
As for the young generation of the Lao People's Revolutionary Party, they are also strengthening cooperation and interaction with other Asian youth and participating in relevant cooperation mechanism, projects, and activities. We have also established mechanisms for coordination, cooperation, and communication to promote mutual assistance with youth of neighboring countries and friendly countries, including Chinese youth.
I’d like to conclude with a quote. Chairman Mao once said, “Youth is full of vigor, like the sun at eight or nine o’clock. Hope rests with you.” Thank you.
