3月26日,在亚洲青年领袖论坛粤港澳大湾区合作发展主题论坛平行对话中,华商教育集团副董事长兼总裁廖伊曼发表了自己的观点。

谈自己所从事的领域
大家好!我叫廖伊曼,我们主要是从事民办的应用型大学和职业教育。因为本身我也是全国青联成员,我在2018年的时候创立了粤港澳大湾区青年企业发展促进会,这个促进会主要是推动港澳青年在整个粤港澳大湾区的学习、交流、实习、就业和创业几方面的一些共融,所以这次很荣幸能参加亚洲青年领袖论坛。刚才听到谢书记关于南沙的介绍,也听到李院长关于一些芯片和新能源汽车的观点,以后对年轻人做科创会有很大的机会。
几个月前,香港科创局发布科创蓝图,也提到芯片和新能源汽车。香港科创方面,也是推动青年人在这方面创新创业。这些可能跟南沙——无论是产业布局还是“新十条”都有很大的联系。在未来,或者在今年,我们也会带很多不同的香港年轻人的团来粤港澳大湾区,尤其南沙是一个比较重点的地方,也希望青年通过来南沙这里会认识更多南沙创新创业的点。
谈近几年政府出台了许多有利于港澳青年的政策,但是真正鼓励他们来湾区发展还需要去做一些搭桥工作
我觉得是肯定的,因为整个湾区很多发展的机会,比如广东省不同的城市都是有很多的机会,而且他们有不同的政策。我刚才也想提到ChatGPT,我觉得这很有趣,因为大家在任何时候都会讲到这个话题。我们是做应用型民办大学和职业教育的,我知道最近很多媒体都在讲什么大学能不能使用ChatGPT去教学或者考试或者学习,具体这个我就不多说了,因为真的很多媒体说。
我想说的是,其实我们做职业教育,国家去年颁布的《职业教育法》里面有很清晰的指引:希望培训低技能的人才向高技能去发展。我觉得国家是非常有眼光的,因为人工智能、机器人、自动化的发展真的有可能慢慢地将一些低技能的岗位取代。我也是广东省政协委员,我在今年提出一个提案,也是配合国家给的粤港澳大湾区成为世界的科创中心,就是建议粤港澳大湾区发展成为国际的职业教育发展中心。科创的发展是需要应用型人才去商业化、去落地的。
南沙,以及整个粤港澳大湾区,不仅需要深科技人才,也需要职业教育的人才,所以职业教育是大有作为。对于港澳青年,其实也可以针对在方面,回来广东省或者南沙,去发展这样的行业。刚才我听到谢书记介绍南沙的时候其实有很多产业,而且很大、很多的科创中心,有很多科创,这些都需要职业型人才、应用型人才去落地的,所以我觉得对于港澳青年做科创或者回来创新创业,也是个很大的机会。
谈港澳青年在大湾区创新发展最需要政府提供哪些支持
南沙也是发展国际化,也是提到了“走出去”。讲回职业教育,我想建议南沙可以由一个国际职业教育发展中心,里面有中文、中医文化的课程,中药或者电商,来吸引海外或者“一带一路”的国家的人过来学习,这种肯定会出现教育、文化、人才的交流,大家的来往就多,而且有国际化,国际视野的应用型人才,他们除了能好好服务南沙,或者好好服务粤港澳大湾区之外,也可以带动他们国家与我们南沙或者粤港澳大湾区一些文化交流,或者各种各样的来往,包括科创、业务上的来往,这个也是很好的。
谈对南沙这座未来之城的期许
我觉得一个国家,或者一个地方的强大,它的IP会很容易形成。这个IP不单只是人的IP,可能是一个地方、一个企业的logo,或者一个形象、一个论坛。趁着南沙现在也发展国际化,很多很好的政策,其实也不只是南沙,是整个粤港澳大湾区。不只是港澳青年,大湾区青年要努力为这个目标奋斗,努力把自己的想法、元素付诸科创,无论是就业还是创业,逐步利用好的时机、好的时候成就自己。
Eman Liu vows to build bridges for Hong Kong and Macao youth to pursue development in GBA
On 26 March, Eman Liu, vice chairperson and president of Huashang Education Group, shared her thoughts at the Guangdong Hong Kong-Macao Greater Bay Area Cooperation and Development Forum of the Asia Youth Leaders Forum. Following is an excerpt from her speech.
Question: Please tell us about your line of work.
Hello. My name is Eman Liu. We are engaged in private universities of applied sciences and vocational education. I'd like to draw your attention to one thing. As I am a member of the All-China Youth Federation, I founded the Greater Bay Youth Career Development Association in 2018, which focuses on encouraging Hong Kong and Macao Youth to integrate into the Greater Bay Area in terms of study, exchange, internship, employment, and start-up. It is an honor to participate in the Asia Youth Leaders Forum. Earlier Mr. Xie told us a lot about Nansha. Mr. Li also mentioned chips and new-energy vehicles. There are many opportunities for youth in tech innovation, which reminds me that Hong Kong's Innovation, Technology, and Industry Bureau published an Innovation and Technology Development Blueprint several months ago, in which chips and NEVs were mentioned. In terms of technology and innovation, Hong Kong is also motivating young people. This is closely relevant to Nansha, whether the industrial layout or the "Ten New Measures". Therefore, in the future, or perhaps this year, we will bring many different youth delegations from Hong Kong to the Greater Bay Area, and Nansha will be a priority. We hope that by coming to Nansha, they will get to know more of Nansha's possibilities for innovation and start-up.
Question: The past few years has seen the introduction of many preferential policies for Hong Kong and Macao youth. But we still need people like you to act like a bridge and encourage them to really come to develop in the Greater Bay Area, right?
The answer is yes. There are many opportunities in the Greater Bay Area. There are so many cities in Guangdong Province. They are all full of prospects, and they offer different incentives. I was going to mentioned ChatGPT. I think it is very interesting. People are talking about it nonstop. As we are in private higher education of applied sciences and vocational education, we are aware of the media buzz about which universities allow or forbid ChatGPT in teaching, exams, or learning. I will not go into detail. The media has covered enough of it.
What I want to say is in vocational education, the Vocational Education Law China published last year has clear guidance: to nurture the low-skilled into high-skilled. I think our nation is very far-sighted. It is becoming true that AI, robotics, and automation are gradually replacing humans in some low-skilled jobs. I am also a member of Guangdong's CPPCC. I made a proposal this year in line with China's vision of developing the Greater Bay Area into a global center of scientific and tech innovation. My proposal was for the Greater Bay Area to become a global hub of vocational education. I know the development of scientific and tech innovation requires applied talents for commercialization and real-life application.
Nansha, as well as the Greater Bay Area, needs not just talents of hard science and tech but also talents from vocational education. Therefore, vocational education is seeing great potential. As for Hong Kong and Macao youth, they can actually come to Guangdong, for example, Nansha and get involved in this industry. When Mr. Xie talked about Nansha, he mentioned many industries and many large scientific and tech innovation centers. These all require technical talents and applied talents to land them in real life. Therefore, I think there are huge opportunities for Hong Kong and Macao youth to make an innovation or start a business.
Question: Hong Kong and Macao youth have high expectations for the Greater Bay Area. What kind of support should we provided them? What kind of support do they need the most?
Nansha is also focused on opening-up and “going global”. Back to vocational education, I would suggest that Nansha develop a center for international vocational education, which offers courses like Chinese language, TCM, or e-commerce and attracts students from overseas, such as countries along the Belt and Road. I think this will definitely enhance exchanges in education, culture, and among talents. As a result, there will perhaps be more interactions and talents with global perspectives. In addition to contributing to the development of Nansha and the Greater Bay Area, they can also promote cultural exchanges with Nansha and the Greater Bay Area, as well as interactions of various kinds, be it innovation or business. I think this is a good idea.
Question: Now that we are in Nansha, a city of the future, what expectations do you have for the future?
For a great country of region, it takes little time to come up with its identities. These identities could be an individual, the logo of a place or company, an image, or a forum. While Nansha is opening up, it offers many great policies. Maybe not just Nansha. Maybe the entire Greater Bay Area. Therefore, Hong Kong and Macao youth – not just them actually – youth of the Greater Bay Area should work for this goal, making full use of their ideas to find a job or to start a business and seizing the opportunities to fulfil themselves.
